I imagine it's owned by ITV, which puts it in the same category as the various South Bank Shows - and I gather ITV isn't currently interested in sublicensing titles on an individual basis. Which means that either they do it themselves (wildly unlikely) or a label with a bulk arrangement with ITV does (which is basically Network).

There may also be additional rights challenges depending on what third-party materials Russell used, which will need separate clearance for commercial release.

Network had announced a whole volume of Russell's South Bank Show episodes years ago, but it got quietly cancelled before release.

ITV does own Clouds of Glory, and while there are some unsourced claims out there that there are music rights issues preventing release they don't seem to be preventing theatrical screenings so I suspect it's down to a lack of desire to release it on ITV / Network's part.

Does anyone have access to the new streaming service BritBox? I'm curious as to whether the BBC or ITV have uploaded any unaccounted for Russell films.
