I believe this is in reference to a meme created when the Babadook was accidentally put into the LGBT section on Netflix by mistake and has since developed a cult following in the gay community because of it. Here's an article from The Guardian about it. Shout knows exactly what they're doing. This is absolutely not in any way a mistake.

Ha! I hadn't heard of that meme, but then I never hear about any of them until two months later. I thought it was strange that this is the only movie Shout! designed a special "Pride" cover for, even though they have a number of legit LGBT movies.

Obviously on a technical level this isn't bad, but it's way too busy and for some reason the focal point of all of the film's copious iconography is... a severed finger??

Yes the severed hand is an aspect of that scene, so that's fine. Its picking up all of the 'iconic' moments of the film but it does make the cover look very busy. And one element spoils a major plot point:
